Why this is backbone, not a mission

Airports, rail, ports, road, advanced connectivity, data centres, grid capacity and digital infrastructure differ in importance by mission — but connectivity is what makes a distributed national network practical rather than theoretical.

Energy availability is treated here as universal enabling infrastructure. Clean Energy Systems and Industrial Decarbonisation remains a mission in its own right; power availability as a constraint on compute, manufacturing, semiconductors, research, materials and mobility belongs in the backbone.
