Why gateways at all
Distributed capability is hard to find from the outside.
An international investor, corporate or founder arriving in Britain rarely lands in the ecosystem most relevant to them. A gateway shortens that distance. It routes attention outward into the network — it does not hold it.
A gateway is not a mission, not an Innovation Zone, not a headquarters and not a claim of seniority over any other ecosystem.

London
Bring international opportunity into the network and route it to the right mission and ecosystem.
London is where most international capital, corporates, delegations and founders arrive. Treating that as a fintech mission misreads it. Treating it as a gateway uses it.
London does not control the network. Its gateway function is to reduce the distance between an international arrival and the British capability most relevant to them — which is frequently somewhere else.
London's own capability is real and is mapped as an ecosystem in its own right. The gateway role is additional to that, not a replacement for it.

Northern Innovation Gateway
Manchester
A practical northern convening point, not a northern hierarchy.
Manchester holds major innovation capability of its own — materials, health, digital and creative technology — and also offers a workable convening and logistics point for the north.
The gateway function is practical: international airport, transport, universities, corporate presence and convening capacity. It is not a claim that northern relationships should run through Manchester.
Do not force every northern relationship through Manchester. Where a direct connection between two ecosystems is better, that is the connection UKIZ should make.

Why only two
Adding gateways for symmetry would recreate the problem.
UKIZ starts with two gateways and stops there. Birmingham, Edinburgh, Bristol and others have strong claims, but adding gateways for symmetry would recreate the problem this model exists to solve. Additional gateways should follow evidence that the gateway function is genuinely useful.

A single landing point into the national network: somewhere an international investor, delegation or founder can arrive, understand British capability and be routed to the mission and ecosystem that matter to them.
It is a concept, not a plan, not a funded proposal and not a commitment. It is recorded here because the question is asked, and because the answer should be governed by the same rule as everything else.
