What happens because UKIZ exists?

A credible intervention must create value that would not otherwise occur. If the honest answer is that the activity would have happened anyway — or happened elsewhere in Britain — that is not additionality, and it is not a reason to intervene.

What counts

Potential additional outcomes

  • New collaboration between organisations that were not previously working together
  • New commercialisation of research that was not reaching the market
  • New investment into British companies
  • New companies formed
  • New corporate and customer relationships
  • New infrastructure where none existed and demand is demonstrated
  • International R&D investment attracted into the UK
  • Scale-ups retained in Britain that would otherwise have relocated
  • Exports that would not otherwise have been won
  • Cross-cluster projects that no single ecosystem could deliver
  • Faster commercialisation from research to revenue

What does not count

  • Moving a company from one UK city to another
  • Subsidising activity that would have occurred anyway
  • Duplicating an existing programme
  • Building property without demonstrated demand
  • Crowding out private investment
  • Political distribution without economic logic
  • Permanent subsidy dependency
