Enable strategically important labs, manufacturing, energy, data and innovation infrastructure to progress efficiently.

Transport, power, digital connectivity and the enabling infrastructure clusters depend upon.

Align universities, colleges, apprenticeships and training with the capability requirements of each cluster.

Strengthen the pathways from publicly funded research into real-world application and commercial businesses.

Where appropriate, government can become an intelligent early customer for strategically valuable British innovation.

Use public capital intelligently where it can crowd in substantially greater private investment.

Where justified, encourage R&D, capital investment, international companies and infrastructure — without creating permanent subsidy dependence.

Enable strategically important businesses and research organisations to access exceptional global talent while developing domestic capability.

UKIZ is not proposed as a replacement for existing government initiatives. It should complement and connect with them:

- Existing industrial clusters
Where an existing programme already aligns with a UKIZ mission, the question is how a community, coordination and commercialisation model could strengthen it.
