Why this is backbone, not a mission

No mission fails for lack of ambition. Several are reported to be constrained by specific, identifiable shortages: process engineers, technicians, clinical trial staff, semiconductor process specialists, commercial leaders who have scaled a company before.

Talent therefore sits in the backbone: shared across missions, and mapped as national infrastructure rather than a local advantage.
