What exists	National health data organisations, medical technology, a large financial and professional services base and a research university with data and materials strength. National facilities are heavily used by their own communities; companies without an existing university relationship find the route in unclear. What could connect · UKIZ interpretation	Leeds health data capability connected to Manchester clinical research and to medical technology manufacturing, giving companies discovery, evidence and production in one region.	Opening national facility access to companies across Britain as shared ecosystem infrastructure, and pairing Oxford quantum and space capability with manufacturing clusters that could produce at volume. UKIZ relevance	Health data at population scale is a national asset. The proposed Manchester mission and Leeds capability are complementary rather than competing.	Oxford has infrastructure most countries cannot build. The proposed zone focuses on making that infrastructure accessible to companies that are not spin-outs of the university.	This is where Britain either builds an energy supply chain or imports one. The proposed Teesside & Humber mission is explicitly about retained industrial capability.
